Friends of the Waterfront Park Update
The Vince Whibbs Sr. Community Maritime Park (CMP) project continues to pick up speed as the no-profit Community Maritime Park Associates’ (CMPA) board laid down more of the foundation necessary to make Pensacola’s dream come true.
One task that must be completed in order to be able to contract a Master Developer who will oversee the entire project’s construction is setting design criteria. According to the board’s draft minutes of their May 24 meeting, Edward Spears, the CMPA’s acting executive director, reported that, “the contract negotiations with Caldwell Associates, Inc. for the design criteria package were still moving forward. Mr. Spears anticipated having the completed contract before the board at the June meeting.”
Progress on the Admiral John H. Fetterman State of Florida Maritime Museum is proving popular beyond anyone’s greatest hopes. According to those same draft meeting minutes, “Dr. Cavanaugh, President of the University of West Florida and his team made a presentation on the Admiral John H. Fetterman Maritime Museum. So far, they have raised $9.1 million, which is over half the total needed for the museum. Mr. Doug Mund presented the concept. Ms. Nancy Fetterman expressed her support for the design and programming. Discussion followed. Mayor Fogg moved to develop a Memorandum of Understanding with the University and accept the conceptual design and programming. Mr. Merting seconded the motion and it passed unanimously.”
When the CMPA concept was put to a vote for the residents of Pensacola, the park’s supporters made a Covenant with the Community; a promise to create a mechanism for minority businesses to compete equally for contracts. The board is fulfilling its promise by creating the Contractor’s Academy to train individuals in the business skills necessary to submit bids and document compliance with the contract’s provisions.
