Sam,

I have been a strong supporter of the waterfront development concept. If Pensacola is to have a vibrant future, socially and economically, I see that coming through the cultivation of our downtown waterfront. Hopefully, the Courts will rule favorably regarding CRAs ability to issue bonds without further referendums. If not, I feel the City must continue this initiative, even if to terminate the CRA, if necessary and possible.

But I don't favor that option just yet.
